US 95 Electrical Substation to Smith Creek Wetland Mitigation

Engineering services included preparation of a design for a wetland mitigation site associated with the Idaho Transportation Department U.S. 95 – Electrical Substation to Smith Creek project in northern Idaho.  Several alignment modifications were made to the roadway to improve safety and meet AASHTO standards.  Wetlands along the corridor were delineated, quality was determined, and mitigation ratios were assessed.  The U.S. Army Corps. of Engineers required mitigation of almost six acres of wetland.  Working with ITD, the U.S. Forest Service, and Bionomics, a site was selected that was donated by the U.S. Forest Service.  The site was an old mining area that had a significant amount of tailings and remnants to clean up.  The site was selected because it was at no cost to the project, it was in need of remediation, and it had a water source varying in depth from the surface elevation to about 3-feet below grade.    The project included full civil engineering design to develop the mitigation site.  Key components of the design included detailed hydraulic profile modeling to identify and create specific hydraulic conditions that support wetland activity.  Detailed grading plans were developed to create and identify areas of the site to be excavated to expose underlying stream conditions for a water source for wetland enhancement.  Topsoil fill was imported at key areas of the site to promote wetland plant and vegetation growth and to create hydric soil conditions.  Seeding and planting plans were developed utilizing native ground cover species, shrubs, trees and mulches.    Project specifications included continued monitoring of the wetland improvements to gauge the success of the project.  The success of the project is currently being monitored and evaluated.
